Cause
One of the possible causes of this error is that the database drivers (IBM DB2 in this case) are not copied to the appropriate directories on the reporting server.
Diagnosing the problem
If this is the root cause of this issue, you can find the following error in the cogserver.log.
CM-CFG-5034 Content Manager failed to start because it could not load driver "com.ibm.db2.jcc.DB2Driver"
(The default location of this log is C:\Program Files\IBM\RCPR\cognos\logs)
Resolving the problem
Go to the following directory where the DB2 client or server is installed:
[DB2_installation_directory]/java/
(The default location on Microsoft Windows systems is C:\Program Files\IBM\SQLLIB\java\)
Copy the following DB2 drivers:
db2java.jar or db2java.zip
db2jcc*.jar
db2policy.jar
Note: If the db2java.jar file is missing and db2java.zip is present, rename db2java.zip to db2java.jar)
Paste them to the following two locations:
[Rational_Common_Reporting_installation_directory]/cognos/webapps/p2pd/WEB-INF/lib directory.
(The default location on a Microsoft Windows system is C:\Program Files\IBM\RCPR\cognos\webapps\p2pd\WEB-INF\lib)
[Rational_insight_installation_directory]\AppServer\profiles\RationalInsight\installedApps\RCRNode01Cell\IBM Cognos 8.ear\p2pd.war\WEB-INF\lib.
(The default location on Microsoft Windows systems is C:\Program Files\IBM\RCPR\AppServer\profiles\RationalInsight\installedApps\RCRNode01Cell\IBM Cognos 8.ear\p2pd.war\WEB-INF\lib)
Restart the server.
