CFG-ERR-0103错误
各位高手，我的cognos服务器在昨天突然无法启动，报CFG-ERR-0106 IBM Cognos Configuration 在指定时间内未收到 IBM Cognos 8 服务的响应这个错误，然后我在网站上查了一些解决的办法，在cogconfig.prefs文件中增加以下两个配置
ServiceWaitInterval=1000
*默认是500,代表0.5秒
ServiceMaxTries=500
*默认360,代表倍数
然后保存后重新启动服务，这次不报CFG-ERR-0106的错了，开始报CFG-ERR-0103 无法启动 IBM Cognos 8 服务。
执行外部进程后返回值为“-1”的错误代码。
再查网站，发现说法很多，基本说都是什么UTF-8字符集问题，或者说是表的权限问题，但是我的服务器开始是好的，而且使用了很长一段时间了，字符集我也查过了，肯定是UTF-8，数据库我用的是oracle10
那位高手帮忙给解决下啊，急用啊！
