为什么测试数据库连接不上？？？

以下是错误信息：


已成功使用内存设置“768”启动测试 JVM。请注意，这并不能保证 IBM Cognos 8 会成功启动和运行。

要查看基于此设置的 JVM 选项，请查看 c8_location/bin/bootstrap_.xml，并参阅 JVM 文档以获取有关这些选项的说明。

Oracle数据库吧，UTF-8和字符集吗？用户的权限够吗？需要有建表等，建议直接授权ＤＢＡ。通过ＰＬ/SQL工具能否访问？在配置的时候，是否输入了数据库的用户名和密码？

[错误] 无法到达邮件服务器。
如果不需要配置邮件服务器的话。就不用设置了吧。如果在外网的话。可以设置。并且要正确设置smtp和pop3收起
