It's control buff allocator behavior in pagepool.
stealRecurseCount - The number of times stealAndJoin is allowed to
recurse (default = 15, valid range is 1 thru 15). The lower the value,
the greater the chance of stealAndJoin will fail to join memory
descriptors to satisfy the buffer allocation request size. A value of 1
returns stealAndJoin to the original limited recursive behavior.
