我也遇到了这个问题，FM，TR 是分开来装的，Cognos connection能够进入，但FM进不了。 后来找到的方法是，将：
FM configuration中的getway url
从默认的：
http://localhost:80/ibmcognos/cgi-bin/cognos.cgi
改为：
http://localhost:80/cognos10/cgi-bin/cognos.cgi
为什么我这么改呢，因为我看到访问cognos connection 时的url是：
http://localhost/cognos10/cgi-bin/cognos.cgi?b_action=mms.run&path=/controller&ui.object=%2Fcontent%2Fpackage%5B%40name%3D%27Great+Outdoors+Metrics%27%5D&pid=index&lfw=250&lfs=1Strategies&skin=standard&id=31&type=SC&view=metrics&filter=&sortby=&sortorder=&sort_by=&sort_order=&status=&alltimeperiods=Y&sid=31&cid=&histab=chart&actions=true&recentdata=true&show_to_date=N
既然：
http://localhost/cognos10/cgi-bin/cognos.cgi 这个能够访问，所以
http://localhost:80/cognos10/cgi-bin/cognos.cgi也应该能够被访问（80端口后是我后来加的）
