Cause
User logged to the server does not have Local Administrator permissions on the OS
Resolving the problemMake sure that the user logged to the system is part of the Local Administrators group.
Start-->All Programs-->Cognos8--> Right click Cognos Configuration, and then click 'Run as Administrator'.
