Technote (troubleshooting)

Problem
Domino/Notes report following error message:

"This database is currently in use by another person or process, and cannot be accessed at this time. In order to share a Notes database, in must be accessed via a Domino Server by all users of the database".

Symptom
Symptom 1:

When an user opens a database with Notes client, at the same time he uses another client to open the same database, the second Notes client will report:

"This database is currently in use by another person or process, and cannot be accessed at this time. In order to share a Notes database, in must be accessed via a Domino Server by all users of the database".

Symptom 2:

When an user opens a database with Notes client, Router task is unable to deliver mails to the this user. On server console, Router will report "Error delivering to <db name>; This database is currently in use..."

Cause
The problem is caused by Region Settings on Windows.
Diagnosing the problem
When problem occurs, use Process Explorer to check which process has locked the NSF file. In this case, the locking process is Domino server nserver.exe.
Resolving the problem
The problem only occurs when below criteria are met:

1. The database name is in Simplified or Traditional Chinese
2. Domino server is installed on Windows platform
3. In Regional Settings, Locale is set to Chinese, but Format and Location are set to English
4. Users are using Chinese version of Notes client
   To resolve the problem, in Control Panel - Regional Settings, set all settings for Format, Location and the system locale to China/Chinese. Then restart Windows.
